He was a power hungry psychopath. I'm not sure that his political theories would have been the same if he'd seized power in the USSR. Stalin also favored Trotsky's more democratic form of communism is his earlier years, but reality showed that collectivization had to be forced on people for it to have any staying power at all, and even then it was an economic disaster.
So you can summarize his beliefs as "I should be head of the Soviet State rather than Stalin" and the answer to whether he was right is that it doesn't matter.
