The wealth of Rome became increasingly concentrated into the hands of wealthy patricians until plebeians were so poor that they didn't give a damn whether Rome rose or fell.
The rich gradually acquired all the land, like by simply taking it while the poor land owners were away fighting for Rome, and then working the land with the relatively constant flow of slaves from conquests. Eventually most of the population were just poor sweatshop workers in the heart of Rome subsisting off of porridge made from grain government handouts from Egypt.

Massive inflation making silver coins worthless. The reforms that Diolcetian made to be able to keep collecting taxes as a result of this hurt the Roman economy. As they ran out of money, and with the wealthy withdrawing from doing public works, the state couldn't keep all of the troops paid and do all of the services that made people want to be a part of Rome in the first place. So people didn't strive hard to save it when it really started to fall apart.
With a string of shit emperors the west ended up collapsing under the weight of its money problems. The East had good emperors and other certain advantages that allowed it to stick around for a lot longer.

A system where the military is loyal to ambitious commanders who gain their position in charge of an army as a direct consequence of their political maneuvering. It's hardly surprising that they then use an army that's loyal to them rather than the state to their own ends rather than the state's.
