Most major Europeans cities are former Roman cities that had aqueducts to supply fresh water. Once the west fell the infrastructure around aqueducts collapsed leaving whites sitting in excrement.

Compare this to an Asian rice civilization that literally needs to be around water in order to feed itself. Cleanliness tends to rise when the average person has access to fresh water
