Some sort of counter-culture, yes, but without the effect his murder had on the national psyche, and depending on what he does in Vietnam, it probably won't be the same.
You'll still get Civil Rights and drugs/LSD (though in the case of the latter, nobody has really ever given me a concise answer as to why marijuana use suddenly skyrocketed in 1964-1966).

It's widely believed that he wouldn't escalate Vietnam nearly as much as LBJ did, and it's also widely believed that LBJ's escalation of Vietnam is the main reason the small counterculture movement turned revolutionary. Combine that with no damaging effect on the national psyche and I'd imagine that the 1960s would be a lot less turbulent
Why is JFK treated as a a hero by Americans, while Nixon is absolutely vilified? Nixon from day one was working to end US involvement in Vietnam, while JFK was a warmonger who almost started ww3 while ramping up Vietnam.
