They got along well at first since they were both Fascist and German and Italian support helped win Franco the Civil War. Spain signed the Anti-Comintern pact and cheered on when the Nazis made gains across Western Europe. But Franco knew Spain was in no position to lend full military support, especially when Britain didn't die quickly. A bunch of Anglophiles in the government and a reliance on US oil also made joining the Axis difficult. Personally, I think he deliberately asked for too much from Hitler as a condition for entering the war so that he wouldn't have to get Spain fucked in another war.
