war never changes=the basic concept of wars and why they are fought and their outcomes is pretty much the same throughout history
war has changed=the way these wars are fought and by who and with what weapons has changed. compare the Napoleonic wars to WW1 to WW2 and then to the Cold War
Superficially the tools of war changes, bigger guns, faster guns, more guns, etc.
On the core, its always about politics/religion/corruption/failed diplomacy/etc. Which in turn are all boiled down to human psychology.

MGS4 is a story of fiction. Nothing of its equivalence has happened in real life.
"War" became a system of expending resources for the Patriot AIs. It had no overt purpose, the people made to kill and die were reduced to numbers in the global checklist. It was not for control of resources or land (they already control all of it) or ideology (they do not have such human conceits), but simply a direction for manpower and technological development to be funneled for an esoteric goal of progress that only the AIs can observe.
