Roman Empire was not the same kind of thing as the British Empire was not the same kind of thing as the Chinese Empire was not the same kind of thing as the Inca Empire.
The term implies that there is a metropole with rights and a hinterland without, or an aristocracy with rights and a populous without, it implies a mostly hereditary system with some quirks, it implies conquest by military force, and restructuring of conquered areas to serve the metropole.
