Scholars consider it one. It was an extremely martial culture even after most citizens stopped being fighters themselves. The purpose of gladiatorial games and triumphs was to renew their bloodlust. Roman civilisation was incredibly bloodthirsty.

Cicero fucking hated war and was a pacifist but even he went and fought in the legions so he could make it to political office. The empire in its early stages could be considered rather war like but I think after time the empire slowly became less and less warlike and opted to push the burden of fighting onto the population outside the italian peninsula
