The imperial Japanese army wasn't equipped for a large-scale land operation. Hence why they were barely able to advance beyond the coastal cities in China despite handing the Chinese decisive losses whenever they fought them. Take that army and have them invade a land as inhospitable and massive as the Russian far east and go up against an actual competent opponent in the Red Army? Hell no.
The Japanese tried attacking the Soviets in Mongolia before the outbreak of the war and got completely rekt, which was a big part of why they decided to shift their resources to fighting the americans in the south pacific instead of trying to push deeper into asia
