You misunderstand what the age of consent means. If you ask yourself the question "at what age can I legally have intercourse with someone?" the answer is 18 in most European countries.

If you look at Sweden for example where the age of consent is 15 this just means that youth above this age can have sex with each other. Orher than the law perscribes a maximum age difference of two years between partners, meaning that a 19 year old who has sex with a 15 year old will be considered a rapist.

The idea that there's a whole world where grown men can legally have sex with people below 18, and that America is some kind of exception just isn't true.

This is not how most non-economics-related laws get passed. Usually it's the product of a compromise between various groups, and you eventually come to an arbitrary definition everyone can agree on.

The main driver for 18 today is probably that that is the age kids graduate from high school, and society doesn't want teenage girls getting pregnant (although older guys may actually be better here, since they have more sense to put on a condom than teenage boys) or teenagers generally dropping out because of some older man/woman who seduces them away from school.
