The word for "wind' and the word for "spirit" are the same in both Hebrew and Biblical Greek.

He's saying you can observe the effects of the Spirit, but you cannot observe the Spirit directly, since the spirit is not material. He's also saying you can't predict the Spirit: those who seem righteous might never have the Spirit, whereas the most vile might receive the Spirit.
