Germany, Austria-Hungary & Russia were immediately responsible.

The government of Serbia did practically all it could to avert war and still maintain sovereignty, but AH was determined to have it (in part because they were assured of Germany's wholehearted support). Russia escalated the conflict from a regional tiff to a World War by signalling its intentions of mobilizing against AH and Germany in defense of Serbia.
