Some ridiculous amount of the population lives within 100 miles of the US border... it's like 50-75%. They're rich in resources but it's too cold to sustain large settlements of people.

That's not true, there was a period of mass migration to the Prairies during the late 19th/early 20th C.

That's true but Canada didn't really encourage mass immigration to the prairie provinces until the the 1890s, giving the US a few decades head start in that respect. It didn't help that a good deal of arable land was until the end of the 19th Century in the hand of companies like Hudson's Bay Company that wasn't particularly looking to settle its lands.
