Stretch histogram to fill 0-1 luminance.
Adjust contrast to eliminate greys or otherwise clip fills to grey tones to reduce grey intensities.
Set lineart blend to multiply or else overlay a slight blurred lineart to reduce aliasing.

Computers don't work in real life the way they do in movies and crime investigation TV shows. It's not about "deleting" the white line, there's nothing to delete. It's a jpg and there's no information stored about what's "underneath" the white line. The white line is just there. It's part of the pic just like the red bow is.

Fixing the photo would involve manually redrawing what's supposed to be there. There is no process of selecting the white area and then hitting the "CSI" button in photoshop to reveal what's underneath. That's not how it works.
