If you want something translated, stop begging and instead commission it. If you don't have any money to do that, how about OCR the thing you want to translate and show how much you want it to be translated. If that fails, then you need to research translators around suggest what you want to them since they might be interested or have not read the book.
Most of these are NTR books, so how about finding a translator who translates for that likes NTR and suggest it to them by sending an email or commenting on their website?
There are also works considered to be cash cows which means that it is very unlikely translators doing commissions will translate them. I would consider works by Shuten Douji to be one of these.

As an addition to this, you can also cut cost by requesting or commissioning scripts instead of full blown edited manga. Learn a bit of editing (don't shit on it using MS Paint or Comic Sans) and you're good to go.
