There are two parts to uncensoring: finding what needs to be removed and adding something back.

Detecting black bars seems feasible, and you probably don't need a neural net, but for other kinds it's probably easiest to remove it manually.

Adding something back is technically called "inpainting". There are multiple techniques but most fail for decensoring because they just use the surrounding area or other parts of the image. Neural networks and autoencoders have promise because they can learn what a vagina/penis looks like and then hallucinate it in there. You'd probably train the network on uncensored images that you censor yourself so you know what it's supposed to look like. Maybe use an adversarial network or something.

Anyway, it's probably viable, search for "neural network inpainting" to find quite a few recent papers and websites.

Could repurposing Waifu2x with different training be a viable start?

At present, Waifu2x trains with downscaled images as input and regular images as output. Is that changeable to censored input and uncensored output?

Unfortunately Waifu2x training requires GPU so i'd need to set up a linux dual boot to realistically get anywhere with it.

Waifu2x can be considered upscale+sharpen, with awareness of edges and fill styles.
It doesn't really create data that isn't there already so much as repurpose existing data.
Decensoring requires unstanding of anatomy, artist style and palette choice. Training a network for a specific artist is probably viable for lineart, but full colour images for generic art is probably going to yield a lot of repetitions and strange compositions.
A large enough training data set might resolve major problems, but you'd need some real magic to design the subnets that would make appropriate style decisions.
