Well the quality of Front Innocent cannot be argued, the detail and animation is juts excellent but sometimes you have to keep a certain balance, and lower quality on certain points to save up on animation price, specially since these productions usually have limited budget.

I do wonder how things would have gone if Urushihara toned down the quality a bit so he could at least do 2 more episode, I'm pretty sure the quality could have stayed pretty good.

I don't think its the expense in and of itself. Its that hentai is too often approached backwards. Instead of deciding to produce porn and write something around that, they should produce an R-rated series that will incidentally include sex. Game of Thrones proves people will flock to what is essentially soft core pornography provided they have plausible deniability.
