Pretty solid progress so far, here's some thoughts:
Your shading is very blurred, thus removing its definition. Try harder shading or outright cel-shading.
Your highlights should be large curves, we're not looking at a bowl cut here.
The shading on the necklace thing should receive light from a single source, right now it appears to curve around.
Hair shading should be much finer, right now it looks as if a single gradient has been used across the entire shape.
Shading under her headpiece thing.
Pic related, it's really rushed but hopefully it helps.

Can someone help me with this? I've been trying to color it in myself with GIMP, how do you deal with that dot matrix pattern than manga uses for shading dark skinned characters without losing the line detail on the really fine stuff?

Paint under lineart.
Once coloured and shaded, flatten colour layers and copy over lineart.
Clip that to lineart and adjust.
Alternatively, redraw the lines.
Otherwise use a cleaning filter like Topaz.

Not OR, few comments if you'd like:

Nice one.
You've obviously put a load of time into this and it shows, redrawing is a slow process.
Is this a vectorisation (Flash, Illustrator, etc) or Pen Tool (Photoshop, Sai, etc)?
Is that a vertical gradient I spy on the hair? Also the highlights rimmed with shade are very clever.

You've appeared to miss some shading here and there, but that's understandable if vector.
Also, did you not want to add in the eyelids? The face looks a little flat without them.

And if you don't mind my asking...
What drew you to do that panel, and have to done colour work before?

i did most of this with the pen tool, given i dont own a tablet.
yes that is a gradient you see! i used a screenshot from the show as a reference so i could be as acurate as possible with the colors.
im sure i missed alot of shading since im still learning and cant draw at all, all ive done so far is practice in color/edit threads. and i forgot the eyelids desu.
i picked this image because im trying to figure out turning a black and white manga into color. redrawing the whole thing from scratch if i have too. this was good practice.

That's some dedication right there.
You say you're not particularly amazing, and that you're still learning but you fooled me.
You've got a good deal of sensibility regarding colour choice, perhaps the only real improvement to make is line weight.
Having a single thickness for all lines makes it tricky to flow between shapes or depths, try experimenting with making edges thinner at the ends.
Also if you've not already tried yet, Sai is recommended for line art. Personally I can't stand using the Pen Tool, but perhaps an avenue for checking out.

If/when you do start on that manga I'd like to see your work.
Perhaps not the best place to post it since this is a request thread, but I always enjoy seeing how other people approach this process and find it valuable to share techniques.

Please guys. I am from /pol/, and I wanted to create a USS Texas waifu, if you arent too busy. I would like to make her in the style of Arpeggio of blue steel, with this as her description.
Texas would be shorter, smaller breasts, and something approaching a US Navy uniform, so like the dress whites. I also would want to maybe play around with a sharktooth smile, maybe a snaggle tooth. Looking great iso. Liquids are tricky, plenty of tutorials out there but they all pretty much say the same thing:
Pick an off-white, light cream colour.
Paint this as the base colour for cum.
Add some saturation and decrease luminescence, use this as shading.
Use pure white as highlight, painting small points of reflection.
Paint under cum layer, casting shadows onto the lower layer to give the cum depth.

Liking the depth on the hair, subtle but effective.

thanks for the tut. i already had an idea of how to go about it, was gonna try outlining the cum with offcolor white and then painting all the cum white at 25% opacity, and then making another layer and going over it with a softer brush and setting that to 25%, then on another layer applying shine at i guess like 80% opacity. itll probably look like shit though lol

You mean a blur, brush hardness, or just using layers to get to alpha?
Everything photoshop does it color to alpha. If you mean a brush stroke to no background/transparent. You need to learn to use layers. Gimp is, well, it's gimping you.
