Yes. Under current laws, most of these types of reproductions and transformative works (aka subbing) is actually very illegal. Current fair-use laws doesn't really cover this and anyone who actually suggests that it does, are outright delusional.

Finding someone to file against, getting proof that it was actually them, actually getting a judge in the right jurisdiction to hear your case, and not having it get thrown out are just some of the issues they would have.
Bottom line its just not worth enforcing.
