Also have tried handbreak. I really like xmedia, its easy to follow, its just this one problem. I use the bitrate calculator under the video tab and it tells me the file size will be 1.5mb upon conversion but it will end up actually being around 4.7 once converted time after time

clk the green plus sign to add to queue.
clk encode button and wait till its completed.
forgot on the bottom is you options to set folder dir and file name. set em and your converted file will be saved there.

Generally speaking optimal bitrate should be calculated this way:

(Width x height x fps x 0.1)/1000

This will give you the target bitrate in kbps. Be wary of the audio bitrate too when you actually encode with audio, of course. The 0.1 bit is a quality factor of sorts, you can fiddle with it to achieve your desired quality/filesize. Generally speaking any value above that 0.1 is a waste of space, any value lower than 0.03 will give you terrible quality.

Now, when encoding with vp8 you can either choose variable or constant bitrate. With CBR you can easily control the output filesize, but the quality tend to be abysmal, especially when coping with small stream rates as we are doing here. VBR on the other hand, especially when coupled with double pass encoding, will give you a far superior quality, but it's harder to fit a longer video in a smaller file. You should also be aware of all the encoder specific options you get with vp8. I would suggest taking a look at the libvpx and the ffmpeg related docs to get to know them better.

In the end the best way to achieve what you're trying to achieve is to know your tools. I suggest going with ffmpeg, steep learning curve but way more control on the output.

this is tut guy. ffmpeg is abetter tool, but trust me bro, this batch file app your using is perfect for learning on, I used to rip and encode movies to mkv then upload to newsgroups.It took me about two years to get to a 5% quality loss using an open source batch file app. anyways read up on converting and get better with this app for now then head over and try ffmpeg.

I don't know if it's better but I find it easy to use and it's practical that you don't need to open a big program just to convert a video, which is something I do quite often.

This is how I produce virtually all my webms. If it's a long input video I'll either use -ss before inputfile and use a lower bitrate first and see if it turns out okay and then produce a higher quality one or I'll open it in mpv (with osd-fractions) and check exactly the cutoff frames before I convert it.

The quality is determined by the bitrate. A low bitrate is fine if the resolution is low. If the resolution is high you need a higher bitrate, proportional (as far as we are concerned) to the number of pixels. So a rule of thumb is that a 1080 webm requires about twice as high bitrate as a 720 webm, all else being equal and we're ignoring sound. If a lot happens in your video, you also need a higher bitrate due to how the compression algorithm works.
