You're better off using a proper application based video editor/converter. I've heard handbrake is pretty good, cross platform, and easy to use. I usually use an actual video editor like blender or adobe premiere.

i download the clips, then use the mark in and mark out tools on the video tab, then I set the file size to 3.89 and usually get a file just under 4. I use cbr at around 1200.

now look up to the output side see the blue boxes - + x and the square box on the bottom, clk it the set the right side field to 3.89, that will be your output file size.
clk the previews/filter tab
here you use the slider or play button to set the start point. clk the left bracket to mark in the slide or play to the end point, clk the right bracket to mark out the end of the clip.
clk the green plus sign to add to queue.
clk encode button and wait till its completed.
forgot on the bottom is you options to set folder dir and file name. set em and your converted file will be saved there.

once you get all the settings to what you like, go to file and save your settings, then you just have to load your xml file and youre good to go. also on the preview/filter tab, on the left are settings to resize you video and other shit, once youre getting better with the app start playing around with these, I just use small 1 meg file sizes to learn as its faster encode time.

pro tip
with constant bitrate setting, the longer you make the clip to lower the vid quality will be. I use variable bitrate and keep clip length smaller and get higher quality but your output file size will vary and you can end up with an over sized file, pisses me off so I mostly use constant. plus resolution sizes make a big difference on quality and file size also. you'll get better at it and sort out what works best for your liking.

Like I said, only heard of it. Tho considering it's opensource, there may be a plugin for it. I usually use blender or kdenlive (think that's linux only, I don't use enough stuff in windows to bother talking about) and just cut+export. There's a lot of online resources to do it the easy way, but honestly it's a LOT more handy to know how to do it yourself, because if you want to overlay a filter, add clips for a montage, etc, you're gonna do it quicker in an editor you're familiar with than finding a site/webservice for it.
