As a few others said, there are options for more minor surgery depending on what the exact problem is. Basically putting a small cut in the tight part of the skin and re-stitching so it has more freedom of movement. Steroid creams can help too, but much less effective when you're an adult than teens.

Most painful thing while you're getting circumised is first stab with needle, but it's not that bad. Afterwards you feel nothing, just chilling while docs do their work.

Stretch every morning and evening for five minutes or ideally more and in the shower or bath if you want to get it done quicker. Don't do it dude, for one, phimosis is made out to be a lot bigger of an issue than it actually is.
It's NORMAL for kids to be unable to retract their foreskin, sometimes even as late as 15-20. Think of it something that comes with puberty.
