In Brazil, the police is militarized, not as in "they have military training", but as in "they are part of the Brazilian military." Thus, all police officers hold ranks. Captain, Liutenant, Seargent, Corporal, Soldier, etc.

So it doesn't matter if you join the police for the janitorial job, or a car mechanic, or as the guy that takes care of files. On paper, you have a military rank, and thus you must do basic training.

The Brazilian Polices (PM) is an auxiliary branch of the Brazilian Army. This means the PM is subaltern to the actual Brazilian Army (and the other branches), ON SOME CASES.

Basically it all comes down to jurisdiction. The PM is assigned general Police work, and thus, while in this line of duty, a PM Corporal has the same rank as a Army Corporal. However, on most situations that may involve both the Army and the Police working together, a PM Captain may have to treat an Army Sargent as his superior officer.

Basically, a Police Officer can arrest a Military Officer if the same commited a civilian crime, or committed a crime while outside duty. Or a Military Officer can arrest a Policeman if the Policeman is clearly trying to obstruct or impede the Military Officer in the line of military duty. A Military Police Officer (traditional MP), has authority to detain both Military and Army Officers, and also has the same Police powers as regular police, if the matter is related to the Military.

Finally, let's say there's a terrorist attack. A Police Captain will be placed under the command of a, say, Navy Sargent, of the Sargent has more tatical expertise (Spec-Ops) than the Police (police over here have their own Spec-Ops division).

In a war, the police answers to the military regardless and may or may not be used as soldiers.

Paris is riddled with crime and Germany is being flooded with refugees. However, the Germans and French both kill considerably fewer people than the US even adjusted for population. While Germany and France do have strict gun laws, there has been a rash of terrorist attacks and yet neither country's police force has killed exceptionally more people than in other years in spite of legit fears of terrorism. Hell, compare US policing to Switzerland. Practically every home has a weapon in it in Switzerland, yet the police are considerably less trigger happy. The problem isn't black people, or drugs, or whatever other retarded thing you're going to say. It's the same problem it has been for decades. The police have too much power and are rarely ever punished when they step over the line.
