FLIR is the name of the company that makes a bunch of these IR detectors. be they Long Wave or Short Wave. Those clear images you usually see are from uncooled sensors, with low spectral resolution, but quite immune to noise (plus easier to digitally process). It is possible these cameras are experiencing noise due to the cooler or lens ensemble movement (unlikely though, given the pattern). My 2 cents are that they are made in russia and lack the maturity cycle of their same US export controlled counterparts. :)

British CRAM battery taking out a few mortar shells that got fired towards the base. The load HE is to a mortar crew, because radar that detects mortar and artillery launches, allowing a quick counter battery salvo.

Also, if the guys who are filming would be part of the mortar crew, they would know the drill and would be at their station, not filming, it's more likely that the guys filming are just bystanders to this, albeit military bystanders.
