Looks like the car assumed it had a lot more time to make the turn than he did. If it was me I wouldn't have pulled out, the driver definitely should have been paying attention and not pulled out unless he was sure about how fast the bike was coming at him. But at the same time I can see how that kind of mistake happens, and it wouldn't have happened at all if the guy on the bike was just doing a sane speed and not assuming everyone way down the road would notice how fast he was coming and be able to get out of the way in time.

Being a stupid driver should have more serious consequences. Like texting, people get away with it like not wearing a seat belt. For being on your phone you should get fined big on the first offence, fined and suspended license the second time and then being banned from the road the third for at least 3 years then you get a chance at redeeming yourself with some sort of course.

and for killing/ someone for careless, you will be banned from driving anything on a public road if you make it out of jail. DUI should be an automatic ban for 3 years and after the 3 years if your alcohol problems still exist you will lose any future chance to operate a vehicle on public roads.
