Been looking into the same thing myself anon. Made a script for it. You'll need to have ffmpeg compiled with libvpx / libvorbis support ( I just did it with errrrything ).

You watch a video, note the start times you want, and put them into a file like so;

00:00:30
00:04:38
00:12:13

Then run it like so;

./script -f <input file> -t <timestamp file> -d <duration> -o <outputfilename>

viola

you can also use a -r flag to change the resolution, it defaults to 720

yeah after cd'ing to the folder where the video is, renaming your file to something short, and if you want to encode the entire video instead of just a short part of it, estimating the resulting filesize based on crf and overwrite your existing webm with that name, etc.

What good would that do? You just pick a constant crf that gives you acceptable quality. If you don't encode too long portions of a video, you will not exceed the size limit.
