I downloaded some videos in mp4 format but don't know what software to use to make webms out of it. I found converters online but they always make the whole video a webm and it is too large to post and I want to focuse on the good scenes

This is the easiest and best converter, allows you to resize, trim, crop, caption, etc
I usually resize to 720p if it's a 1080p video and trim the part i want.
Then i play with the video bitrate to get the size i want without losing too much quality, starting with a bitrate close to the one used by the video and then lowering it.
I also always enable high quality mode and use the maximum amounts of threads.
