How are these static animations made?
i always thought that the moving parts were layers in something like photoshop. But this one, and many others look very advanced. I do not know if there is more to it.

yeah i used an unfortunate one. the one in the op is clearly done with layers, but I've seen hentai like this that was only done in some kind of website... i had it bookmarked a while back but now can't seem to find it. all i want is to add an effect to pics so that it looks like the girl is breathing lol, not too complicated.

There's quite some software used to make that kind of animation :
- Spine (Commercial and game engine compatible)
- DragonBones (Open source and game engine compatible)
- AnimeEffects (Open source and the easiest one to start with)
- After Effects (Commercial and need experiences and addons)
- Blender (Open source but not really made for that kind of animation even with addons)
- Adobe Flash/Animate (Commercial)

- ToonBoom (Commercial and actually, I'm not even sure it's a good one for that kind of animation)
Some of those software require to use a separate software in order to make the layering part (place each body part on a different layer/image) and sometime convert a project file (often PSD) into multiple images :
- Photoshop (Commercial and classic)
- Gimp (Open source)
- Krita (Open source)
- Basically any painting/photo editing software than can deal with layers and alpha.

This is called "puppet animation", it works on the same principle as animation in My Little Pony: Friendship is Magic, or Nutshack (MLP is good puppet animation, Nutshack is bad puppet animation).
Animation software used for this stuff is generally Adobe Flash, ToonBoom, Live2D and most commonly, AfterEffects.
Each limb/body part is either a vector, or a very high resolution picture on a separate 'layer' which is then smoothly rotated, moved, stretched and deformed in the right direction.
It works on the same principle as Flash animation, it's just starting picture is of much higher quality, and it changes less.
