I'm the anon that works for them from above, and no; it's not. You can get it from AT&T or what's called an LEC. It will be shit ass DSL, though, because the government calls anything over 6mbps high speed internet. When the phone was classified as a utility, ATT (BellAtlantic at the time) had to run a line to every single home in America. In exchange for doing this, they got to be a monopoly. DSL uses the old, copper lines, so you can grab it from them.

We're more than likely the only ISP with actual broadband in your area. Sometimes there are franchising agreements with local governments, and we're not actually able to be in certain areas. Sometimes other ISP's make deals to stay out of each other's areas.
