A lot of it is dependant on a good model. Blender simulates skin texturing and allows for skin to be stretched and moved over a surface like muscle and bone. The animator of that webm made the model as well.

Probably blendhsapes.

Model the normal closed version. that's the closed blendshape.

Then stretch it open and save that as the open blendshape.

Then you can create a slider that blends the model between open and closed. Animate the slider well enough and you're golden.
