then do something like

trim to start
scan to half duration
trim to end
flip, merge
save

or inputs
startframe, end frame, duration
trim to start

shrink or stretch to duration (just evenly cut/copy frames based on time per frame and duration)

then just grab some songs, run your script for the images for the time of a beat, then merge them into a webm.
