ffmpeg command to make these is:

ffmpeg -ss 00:02:14.0 -t 45 -i X:\path\input_video_any_format.wmv -c:v libvpx -b:v 1M -c:a libvorbis X:\path\output_video_any_format.wmv

-ss 00:02:14.0 is the start time of your video in HH:MM:SS

-t 45 is your duration in seconds

1M is your bitrate, mess around with this and the duration to control how long and better your clip is gonna be
