not op but I also got a question, what's the name when two things are combined? It's mostly used in poster designs -pic related. like taking two random/different things and mix them to make a new one, it has a name but i can't recall it.

I'd start with a high pass (filter -> other -> high pass), crank it up, and then play around with the filter gallery until you find something that looks similar.
There's a chance it might be a duplicate with a high pass on top of the original with an alternate layer style.

do you want the exact same look? it doesn't seem hard to recreate using photoshop color correction and adjustment layers/filters, otherwise just look for photoshop/lightroom actions/presets i've seen a few similar ones.
