two layers of the same image
move one layer to the right
in layer palette double click layer 1 (this brings up the layer FX menu)
uncheck the box for R, press ok
in layer palette double click layer 2
unckeck the box for G, press ok
now you have that effect and can move them around to find the overlap that looks best for your project.
FYI, you'll want to make sure you have your source image masked or with a solid white background

Duplicate layer 2 times, make one layer red only, one green and one blue by disabling other colors in photo, and just move them left or right sp they overflow.
