You literally need to glitch your image. Check the sidebar on /r/glitch_art. There's tons of info there.

Personally I recommend using this app: https://play.google.com/store/apps/details?id=com.lucagrillo.ImageGlitcher

It gives random results every time you use it, and it doesn't break images completely or glitch it too much like the wordpad effect tends to do.

Use the marque tool (the square gap lined box) to draw a marque around the area. Its so simple you could do it in ms paint.

Got really into glitch art a wile ago. Just edited the actual image (should always be jpeg) in notepad++ and editing it further later. This is an example of a Watch Dogs one I did, and here's a before and after editing one I did for Dexter.

datamoshing looks kinda lame, a better effect i.m.o is chromatic aberration or stuff made with twitch, dataglitch and digidamage by digi effects.

I meant to specify how it is achieved. With the ASDFPixelSort processing script you have to choose 0,1,2 for the brightness threshold and shit. (This determines what pixels are sorted.)

The pixel sort horizontally like in this picture.

But if you just rotate your image 90 degrees and sort it then it will give you the desired effect of the spooky face melting stuff.
