Is it possible to transform something like this to SVG using Illustrator? I want a bigger resolution that scales properly.
What kind of file is it originally? I'm guessing you're meaning it's lossy, then no. You can't just convert it into SVG and scale forever.

not really sure but maybe you could render a 3d wireframe with alpha channel .tiff and image trace it on illustrator and maybe even do some gradient mesh projection on it. what software are you using?

To trace the image using the default tracing options, click Live Trace in the Control panel, or choose Object > Live Trace > Make.

I just need a terrain in a large enough file - 3K or so. I can render it using Blender or whatever then save it as PNG/JPG but I've no idea how to do it as I don't work with those kinds of tools, and I want something quick.
I have said landscape wireframe but it's only 1080p.
blender can render directly to SVG. It's a bit tricky to figure out the first time (since most of the tutorials on the web are a bit outdated) but it works flawlessly.
