He's free to live off campus and pay for his own internet. When you're using a service provided by the university, you have to play by their rules. Considering internet access is there so students can get schoolwork done, some weeb hogging bandwidth downloading his cartoons is not desired.

I doubt they let you torrent. If you want to torrent go to a starbucks or mommy's house, or buy a VPN. If you torrent on the uni network you might get kicked out (most likely you'll just get a warning, if anything)

you can buy a cheap VPS for as little as 1€/mo, put OpenVPN on it, and call it a day. A VPN on your VPS won't likely trigger a lot of red flags on your traffic, as long as you use port 443, tcp.

Using a lot of Internet Bandwidth in Campus.
The Uni threatened to punish the student, but finally didn't.
The Student just promised to not do it again.
However I don't like such Limits. It's against our FREEDOM.
