Assuming you mean compute performance, this is the way it's always been. It's due a whole lot of different factors but the short version is that they're fundamentally different approaches.

AMD has had higher compute performance for ages.

of their 5 benchmarks, 2 were better on the 1080Ti, 2 were better on the Vega 64, and 1 was basically a tie, while the Vega 64 used about 100W more power, so really the 1080Ti won that as well.
