I think that's the joke, unless I misunderstood the OP. Google asks for your location even though it already knows it.
Fun fact: if you have GApps it'll continuously log your position through GPS, nearby APs and cell towers then send the data to Google for use in their geolocation service

Google has tight access controls, so even if one app/component already has your location, other Google components have to request permission separately.
