You would need to pay for, at a minimum, a VPS and a domain. Hosting from home isn't a thing anymore unless you have a business connection, ISPs will usually block the relevant ports on a residential line. If you're willing to put up for server space and a domain, good for you for being dedicated?

Not as long as ISPs have a monopoly on the market. ISPs will block those ports and even if they did have that option they will try to charge you. You can technically by a cloud domain, although I don't exactly know how that works. I seen people create personal emails out of it.
