https://fauux.neocities.org/ is the most famous and influential site there, but may not be of much interest if you aren't familiar with Lain. Most neocities sites seem to be art projects of a similar nature.

It's a problem with what they're selling it as. Times have changed, and they need to change with it. I'm not sure what they could do, but "here's a site you can make to talk about much you like a certain anime" just isn't going to cut it any more.
