not bad for 300 bucks, considering a used 750ti on its own is like 70$, 8gb of ddr3 looking around 30$, mobo + 15 is easily 100$, the SSD is also about 80$ used, if it came in a case with psu + legit windows 10, its an ok deal

No it fucking doesn't. Manufacturers use the doubled speed in their advertisements because DDR and higher numbers sound better.
This is one of the few times speccy actually displays something correctly.

You seem to be confused, DDR means double data rate, a 666MHz stick has a throughput of 1333MHz.
This has nothing to do with advertisement.
In advertising they use the double rate frequency, i.e. 666MHz DDR is advertised as 1333MHz. But I rarely see that, usually it's still 666MHz on any place you buy memory.
Speccy literary shows it fine, there's no reason to show the double rate frequency but then again there's nothing wrong with showing it.
