What language is best to build them something better?
They need to separate information first. Clearly some of it is static and not incremental so should be placed in a simple document. Incremental information needs it's own sheet, afterwards it can be inserted into the sheet with static information and updated via scripts. A published page can be rolled out afterwards. Yes, it's doable with google docs without looking so cluttered and misused as it is now.

A person who can redo their setup by making a custom system should have enough experience to operate office-style programs and write a script to handle auto updating. Their problem is not using Docs to the full potential because they don't have afformentioned skills.

Do not overcomplicate things, if gdocs is fine for them, it's OK. Personally I would suggest Redmine, it may be a bit overkill, though.
