It's called Cleanfeed. It uses BGP hijacking to route censored IP addresses through a transparent Squid proxy (and does not listen to HTTPS). The administration panel is susceptible to reflected injection, capable of allowing an attacker to perform mass traffic injection. This has reportedly just been fixed, but I'm not in a position to double check that. I do have another set of vulnerabilities in it that I believe to be extant, and I do not intend on reporting those to the vendor, or publicly disclosing them at this time, although they could of course be independently rediscovered.

It was used before, and is still used, to block sites on the Internet Watch Foundation's child porn block list (at the time of writing, however, none of the sites on the list are in fact live). It is shortly to be used for blocking "extremist content" but nobody seems to agree on exactly what or how: presumably Daesh targeted but they use major platforms mostly so it won't be helpful there.

Its existence is also what allowed the High Court to order the blocking of The Pirate Bay on the major ISPs, and subsequently many other piracy and unauthorized streaming sites.

It is also potentially going to be used to block porn, as championed by Claire Short, and Theresa May when she was Home Secretary.

Despite the recent legislation supporting it, not every ISP does. AAISP in particular does not, and will not.

I have been campaigning against it for quite some time.
