This setup makes no sense, hierarchically speaking.
The information the URL bar displays is variable, and entirely dependent on which tab you are using. It makes sense for it to be one tier 'lower' than than the tab bar.
If, for example, you moved the tab bar to the bottom of the screen, then the URL bar would be above it.
