Just get a Dell Optiplex or an HP Microserver, install a server OS then upgrade the hardware as needed when the site grows.

Brazil is pretty bad on bandwidth cost, only hard part of 4chan begins multimedia(photos,video) text,logic page begins easy, home bandwidth begins worst to limited to build any webserver, even some raspberry PI could run some image board and still bandwidth begins bottleneck, if you want don't consider brazil, OHV or some CDN has very cheap plans over AWS,Azure or digitalocean.
