Maybe. If you compile it yourself. I don't expect it too work, though, as compiling PHP was always a clusterfuck, so is using it on Windows, not to speak of a derprecated version.

Maybe. The downloads require the VC14 visual studio c++ 2015 redistributables which do have an XP service pack 3 version. You have to run PHP using the FastCGI module for IIS, and there is a FastCGI module for IIS 6.0 and IIS 5.1. One of those should run on XP service pack 3 or 4.
It all depends if the PHP7 32 bit binaries run on XP. Why don't you try it out and let us know.
