Tourists are allowed to use the internet from North Korea (fully monitored in what they do though probably). They visit western websites, i.e. the sites that Statcounter measures.
So every North Korean IP Statcounter catches is a western tourists, that is most likely to use Chrome.
However since the sample size of North Korean IPs visiting western websites is so low, the stats are highly varying, as a single user has a massive influence.
