Many board houses charge more for non-green soldermask colors, yes.
But mainly it's because the sort of people who are into looks inside their rig are also wililng to pay for them.

We recently had a request for 1 black side and 1 green side, the guy coated it in green on one side, sent it to us to expose and wanted us to send it back so they could coat it in black later(when the next shift was in because he was a lazy fuck)
