FWIW the new config which is coming later this year will allow for something like NoScript (and uMatrix minus the UI). For HTTPS Everywhere and a plugin API (which should also allow something like decentral eyes), there are issues open, but that's probably still going to take a while.

Python for a browser works pretty well as long as the underlying heavy lifting is done in C++ (by QtWebKit/QtWebEngine).
